THE EVOLUTION OF PUBLIC POLICY OF REGULATING THE QUALIFICATIONAL FRAMEWORK FOR CIVIL SERVANTS

Abstract
The article presents the author’s approach to investigating some of the aspects that pertain to the public policy of establishing the qualificational framework for civil servants in the context of the development of the said group in post-Soviet Russia. The conducted analysis indicates certain dynamism of the policy in question, which is highlighted by the consecutive replacement of its core foundations. The conclusions presented in the article could be used in improving the mentioned policy and also in ameliorating the theoretical and methodological approaches which are applied in researching the processes of professionalization in the context of other groups.
