Abstract
One of possible instruments of ensuring quality of school education, and effective use of budgetary funds now is restructuring process. The need of restructuring of a network of city schools is dictated also by dynamics of numerical indicators of an education system of the region. Thus it is possible to allocate group of specific problems, characteristic for the large industrial cities, and article is devoted to their analysis.
