Abstract
In the United States the use of criminal sanctions is not an effective anti-drug policy and does not solve problems caused by addiction, it is extremely costly both financially and in human relations, unreasonably overburdens American taxpayers and causes more harm than drugs themselves. It is time to move from mediocre critics of current U.S. drug control regime to the establishing on the level of the American state the foundations of a new regulatory system of the trafficking of psychoactive substances’ control, which are now produced and distributed in the USA exclusively in illegal markets.
